Policy benefits continue to be unveiled as the hydrogen energy industry enters a golden era.
Recently, the State Council Information Office released the white paper "China's Energy Development in the New Era," which calls for accelerating the development of hydrogen energy industry chain technologies and equipment—including green hydrogen production, storage, transportation, and application—to boost the advancement of hydrogen fuel cell technology and the hydrogen fuel cell vehicle industry. The document also supports energy storage applications across all stages and scenarios, emphasizing the need to promote complementary growth between energy storage systems and renewable energy sources.

China Petrochemical Corporation plans to invest 20 billion yuan to support Hubei's post-epidemic revitalization and development.
On June 3, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and the Hubei Provincial Party Committee and Government jointly held a video conference titled "Central Enterprises Supporting Hubei's Post-Epidemic Revitalization and Development." During the meeting, Zhang Yuzhuo, Chairman and Secretary of the Party Leadership Group of Sinopec, announced that Sinopec will invest more than 20 billion yuan in Hubei to help the province recover and thrive after the pandemic, vigorously promoting the upgrading of its local industrial base and the modernization of its industrial chains. Sinopec's initiatives to support Hubei's post-pandemic recovery and development will focus on four key areas: First, collaborating on the exploration and development of shale gas resources in western Hubei, aiming to establish a production capacity of 1 billion cubic meters by the end of the 14th Five-Year Plan period, while simultaneously accelerating the construction of the Jianghan Salt Cavern Natural Gas Storage Facility. As work and production resume, major engineering projects gain momentum, and the "100-Day Intensive Effort to Boost Efficiency" initiative accelerates, Qilu Petrochemical leverages its unique corporate strengths by effectively implementing the "3 Plus" approach: regulatory oversight combined with N elements, online monitoring integrated with on-site inspections, and positive performance evaluations paired with a negative checklist. This ensures that safety responsibilities are firmly in place, safeguarding the safe and stable operation of equipment—and ultimately supporting the company’s 100-day drive to achieve both efficiency gains and cost savings. The "1+N" regulatory framework focuses on fostering intrinsic safety. Specifically, the "1+N" model involves the safety department establishing a robust foundational platform, while various company departments collaborate seamlessly. At the grassroots level, teams diligently implement targeted measures, each taking full responsibility for their respective roles in maintaining equipment safety. In mid-April, they adopted the principle of "whoever is responsible for a particular specialty also bears responsibility for it, and whoever oversees a specific area assumes accountability for that area as well."

Shandong's independent refinery capacity integration and relocation kicks off.
The first batch of 20 million tons of capacity has been reallocated to the Yulong Island Refining and Chemical Integration Project. Recently, Shandong Jinshi Asphalt Co., Ltd. initiated the dismantling of its refining and chemical facilities, marking the official start of capacity integration and relocation efforts among Shandong's independent refineries. The company signed a relevant agreement on capacity integration and transfer with provincial authorities in May this year, becoming the first independent refinery to formally sign the deal and begin dismantling its equipment. Once completed, these facilities will be integrated into the Yantai Yulong Island Refining and Chemical Integration Project. "Today's province-wide initiative to consolidate and relocate refining capacities is truly a breath of fresh air for our company's development," said Lu Yiming, Chairman of the Jinshi Asphalt Union and External Cooperation Manager. He added that the company will fully leverage the various favorable government policies and incentives available.

Two ministries: Fully promote green production and consumption across key areas, industries, and sectors.
Recently, the National Development and Reform Commission and the Ministry of Justice jointly issued the "Opinions on Accelerating the Establishment of a Green Production and Consumption Regulatory and Policy System" (referred to as the "Opinions"). The "Opinions" clearly state that by 2025, regulations, standards, and policies related to green production and consumption will be further improved, creating a robust institutional framework with effective incentives and constraints. Moreover, green production and consumption practices will be comprehensively implemented across key areas, industries, and critical stages, leading to an overall提升 in China's green development level. The "Opinions" also propose refining the Priority Control Chemicals List, guiding enterprises to adopt non-toxic, harmless, low-toxicity, and environmentally friendly raw materials in their production processes.

The resumption rate in the oil and petrochemical industries exceeds 95%, as energy companies strive to ensure a stable and secure energy supply.
These past few days, while diligently managing COVID-19 prevention and control, central enterprises have seen multiple key engineering projects begin construction one after another. As of now, the resumption rate in the oil and petrochemical industry has exceeded 95%. In Chongqing, to ensure a balanced production, supply, storage, and sales system for domestic natural gas, the city’s largest underground gas storage facility—Xiangguosi Gas Storage—has kicked off emergency gas injection more than a month ahead of schedule, injecting 8 million cubic meters of gas daily to enhance peak-shaving capacity. To further strengthen natural gas reserves and supply capabilities, China National Petroleum Corporation (CNPC) plans to build several new gas storage complexes in the Sichuan-Chongqing region. Zhao Houchuan, spokesperson for CNPC Southwest Oil & Gas Field Company, stated: "We will invest 10 billion yuan to construct the first-ever gas storage facilities within Sichuan Province."

Shandong Announces Major Chemical Construction Projects for 2020
On the 12th, the Shandong Provincial Government website released the "Notice of the People's Government of Shandong Province on Issuing the List of Major Provincial Projects for 2020" (hereinafter referred to as the "Notice"), announcing both the list of major construction projects and the list of major preparatory projects in Shandong Province for 2020. Notably, the 2020 list of major chemical construction projects in Shandong Province includes: the Yulong Island Refining and Chemical Integration Project with an annual refining capacity of 20 million tons, Li Hua Yi Lizhen Refining and Chemical's 400,000-ton-per-year high-performance ABS resin project along with its 171,000-ton-per-year acrylonitrile facility, Jineng Technology's 900,000-ton-per-year high-performance polypropylene project, and Shandong Jinghai Chemical Co., Ltd.'s 400,000-ton-per-year production facility.
