Recently, the National Development and Reform Commission and the Ministry of Justice jointly issued the "Opinions on Accelerating the Establishment of a Green Production and Consumption Regulatory and Policy System" (referred to as the "Opinions"). The "Opinions" clearly state that by 2025, regulations, standards, and policies related to green production and consumption will be further improved, creating a robust institutional framework with effective incentives and constraints. Moreover, green production and consumption practices will be comprehensively implemented across key areas, industries, and critical stages, leading to an overall提升 in China's green development level. The "Opinions" also propose refining the Priority Control Chemicals List, guiding enterprises to adopt non-toxic, harmless, low-toxicity, and environmentally friendly raw materials in their production processes.

　　The "Opinions" propose prioritizing the list of controlled chemicals and guiding enterprises to use non-toxic, harmless, low-toxicity, low-harmful, and environmentally friendly raw materials in their production processes.

　　The "Opinions" clearly emphasize strengthening clean production in the industrial sector. They call for the strict implementation of the Clean Production Audit Measures, as well as the Guidelines on Clean Production Audit Assessment and Acceptance, to further standardize audit practices and ensure high-quality outcomes. Additionally, policy measures will be introduced to deepen mandatory clean production audits across key industries. The clean production evaluation indicator system for these industries will also be refined, with a dynamic adjustment mechanism put in place. Furthermore, a differentiated electricity pricing policy—based on energy consumption and pollutant emission levels—will be enhanced to support enterprises in key sectors as they undertake technological upgrades toward cleaner production. Finally, incentive policies will be formulated to encourage research and development, as well as manufacturing, of clean production equipment tailored for priority industries.

　　The "Opinions" propose fully implementing the pollutant discharge permit system and strengthening the legal responsibilities of industrial enterprises in pollution prevention and control. Efforts will be accelerated to develop practical technical guidelines for pollution control, while revising and refining pollutant emission standards based on the principles of stability, consistency, and feasibility. Environmental protection enforcement and oversight will be strictly enforced to ensure that all industrial pollution sources meet emission standards, with companies already complying encouraged to undertake deeper-level remediation efforts. Additionally, supporting policies will be improved to enhance centralized facilities and sites for hazardous waste disposal as essential public infrastructure for environmental protection.

　　The "Opinions" propose strengthening policy support for distributed energy, smart grids, energy storage technologies, and complementary multi-energy systems. They also call for studying and formulating standards, regulations, and supportive policies to advance the development of new energy sources such as hydrogen energy and ocean energy. Additionally, the document emphasizes establishing a sound policy framework for the clean and efficient development and utilization of coal, accelerating progress across the entire lifecycle and industrial chain. Furthermore, it advocates for setting up a comprehensive lifecycle assessment mechanism covering energy consumption, emissions, and costs throughout all stages—ranging from energy exploration and production to trade, transportation, equipment manufacturing, and conversion applications.

　　The "Opinions" also propose actively promoting a government procurement system for green products, combining it with the implementation of product category list management, and strengthening the application of relevant green product standards in government procurement. State-owned enterprises will take the lead in adopting the Corporate Green Procurement Guidelines, establishing and improving robust green procurement management systems. Furthermore, mechanisms will be put in place to fully promote green products such as energy-efficient appliances, high-efficiency lighting, water-saving devices, and eco-friendly building materials, as well as new-energy vehicles. In areas where conditions permit, consumers purchasing energy-efficient appliances, energy-saving new-energy vehicles, and water-saving devices will receive appropriate support. Additionally, the use of new-energy and clean-energy vehicles is encouraged for newly acquired or replaced vehicles in sectors including public transportation, sanitation, taxi services, commuter transport, urban postal and courier operations, and urban logistics.
