This ensures that safety responsibilities are firmly in place, safeguarding the safe and stable operation of equipment—and ultimately supporting the company’s 100-day drive to achieve both efficiency gains and cost savings. The "1+N" regulatory framework focuses on fostering intrinsic safety. Specifically, the "1+N" model involves the safety department establishing a robust foundational platform, while various company departments collaborate seamlessly. At the grassroots level, teams diligently implement targeted measures, each taking full responsibility for their respective roles in maintaining equipment safety. In mid-April, they adopted the principle of "whoever is responsible for a particular specialty also bears responsibility for it, and whoever oversees a specific area assumes accountability for that area as well."

  Regulate through the "1+N" approach to ensure intrinsic safety. The so-called "1+N" model involves the safety department establishing a foundational platform, with all company departments working collaboratively. At the grassroots level, specific measures are rigorously implemented, and everyone takes responsibility for their respective roles—collectively safeguarding the operational safety of equipment and facilities. In mid-April, following the principle of "each department is accountable for its own expertise, and each site is responsible for its own territory," they organized comprehensive inspections across various units and relevant professional departments, focusing particularly on hazardous chemical management, key equipment, and high-risk areas. Taking advantage of planned equipment maintenance periods, they also carried out concentrated remediation efforts targeting identified hazards. Meanwhile, each unit conducted parallel, thorough checks on the integrity of insulation, heat tracing, condensate drainage systems, steam traps, drain valves, and other critical equipment within their respective areas, as well as on-site management practices. These inspections aimed to eliminate issues like leaks, emissions, drips, and spills, ensuring that all equipment operates safely and reliably. To date, 64 safety risks and hazards have been identified, with 39 already addressed. For the remaining issues, detailed action plans have been put in place, and corrective measures are currently underway.

  Online plus on-site: dynamically managing and controlling risks. Qilu Petrochemical has fully leveraged its large-unit monitoring system, safety production risk monitoring and early warning system, as well as combustible and toxic/harmful gas leak detection alarms, to achieve dynamic management of key equipment and critical facilities. This allows operators and maintenance personnel to promptly adjust material balance parameters or perform predictive maintenance based on real-time alarm information, ensuring stable operation of the plants. Meanwhile, heads of grassroots workshops are taking the lead in implementing job-specific safety risk control measures, conducting frequent, multi-dimensional, and meticulous inspections of all equipment daily. As of May 6, all online systems at Qilu Petrochemical are functioning normally, with 7,773 interlock loops operating smoothly. Additionally, 100% of the 4,051 combustible and toxic gas detectors have maintained perfect integrity, operational readiness, and calibration rates—effectively reducing the company’s overall safety production risks.

  Positive assessment combined with a negative checklist to standardize safe behaviors. Qilu Petrochemical strictly manages direct operational activities and contractor safety, establishing a robust safety supervision mechanism that includes daily briefings, weekly reviews, and monthly evaluations. This ensures thorough implementation of the safety production responsibility system, while intensifying evaluation efforts—rewarding teams and individuals who adhere to operational standards, and holding accountable those who violate safety protocols. Additionally, the company conducts targeted discussions with units and contractors whose safety management issues are particularly prominent, directly addressing the root causes to help them truly recognize their shortcomings and take corrective actions. To further enhance safety awareness and ensure compliance across the board, Qilu Petrochemical has also developed and implemented a "Negative Checklist for Job Safety Behaviors," along with a dedicated "Three Violations" list. These tools systematically guide and regulate the safe conduct of all managers, employees, contractors, and external construction personnel, fostering a stronger sense of safety responsibility and ultimately driving toward achieving inherently safer operations.
