Shandong Announces Major Chemical Construction Projects for 2020

On the 12th, the Shandong Provincial Government website released the "Notice of the People's Government of Shandong Province on Issuing the List of Major Provincial Projects for 2020" (hereinafter referred to as the "Notice"), announcing both the list of major construction projects and the list of major preparatory projects in Shandong Province for 2020. Notably, the 2020 list of major chemical construction projects in Shandong Province includes: the Yulong Island Refining and Chemical Integration Project with an annual refining capacity of 20 million tons, Li Hua Yi Lizhen Refining and Chemical's 400,000-ton-per-year high-performance ABS resin project along with its 171,000-ton-per-year acrylonitrile facility, Jineng Technology's 900,000-ton-per-year high-performance polypropylene project, and Shandong Jinghai Chemical Co., Ltd.'s 400,000-ton-per-year production facility.

　　Among them, the list of major chemical construction projects in Shandong Province for 2020 includes: the Yulong Island Refining and Chemical Integration Project with an annual refining capacity of 20 million tons, Liuhua Yi Lijin Refining & Chemical's 400,000-ton-per-year high-performance ABS resin and 171,000-ton-per-year acrylonitrile facility, Jineng Technology's 900,000-ton-per-year high-performance polypropylene project, Shandong Jinghai Chemical Co., Ltd.'s 400,000-ton-per-year high-density polyethylene project, and Shandong Lianyi New Energy Technology Co., Ltd.'s 2-million-ton-per-year UFC (urea-formaldehyde pre-condensate) production facility—along with a total of 30 other projects.

　　The 2020 list of major preparatory projects in Shandong Province includes: the Purified Terephthalic Acid Project of Dongying Weilian Chemical Co., Ltd., the Propylene Oxide Project of Zibo Qixiang Tengda Chemical Co., Ltd., the Propylene Oxide Production Project Using Hydrogen Peroxide Technology along with Its Supporting Hydrogen Peroxide Facility by Shandong Qinghe Chemical Technology Co., Ltd., the Caprolactam Project of Yankuang Lunan Chemical, the High-end Bisphenol A Project for Advanced Polycarbonate Production by Qingdao Haiwan Chemical Co., Ltd., and the High-Performance Polypropylene Resin Project Construction Project of Shandong Jingbo Zhongju New Materials Co., Ltd., among 12 other projects.

　　The "Notice" calls for improving the mechanism of "factors follow the project," further concentrating and innovating various supportive policies to optimize the environment for major project construction. It also emphasizes establishing a green channel for project approvals, ensuring efficient handling of services such as planning and site selection, land use, environmental impact assessments, energy assessments, and project initiation. Additionally, the document stresses the importance of securing land-use quotas for key projects, addressing challenges in relocation and demolition, and guaranteeing adequate land supply. Finally, it highlights the need to deepen government-bank-enterprise cooperation, strengthening connections with both the New and Old Kinetic Energy Transformation Fund and various financial institutions to broaden financing options.

　　The "Notice" also calls for improving the mechanisms of joint consultations to resolve project-related issues and the "Five Ones" scheduling approach, ensuring a comprehensive grasp of project progress. For challenges and obstacles hindering project development, timely research should be conducted to devise targeted measures. Additionally, efforts to supervise and inspect must be intensified, with strict follow-through on implementation—employing methods such as public announcements and individual talks to accelerate project commencement and boost progress. Finally, robust monitoring and accountability systems should be strengthened, ensuring rigorous adherence to dynamic project adjustment requirements: specific projects will undergo mid-year reviews, while preparatory projects will be adjusted quarterly.
