The coal-to-oil industry steadily overcomes challenges, nurturing new opportunities.
After 17 years, the Shenhua Ningmei 4-million-ton-per-year coal-to-liquids demonstration project successfully produced oil products at the end of 2016. This single-unit facility, boasting the world’s largest production capacity for coal-to-oil projects, marks a significant milestone in China’s coal chemical industry development and solidifies the country’s position as a global leader in innovative coal-to-liquids technology. However, the industry still harbors numerous questions regarding the development of coal-to-oil technology: How efficient is the energy conversion process? How will water consumption be managed in regions rich in coal but scarce in water resources? What are the current levels of carbon dioxide emission control? At what crude oil price can coal-to-oil projects remain profitable? And finally, how far are we from achieving large-scale commercialization of this technology?

20 provinces announce their 13th Five-Year energy plans
Recently, the Outline of the 13th Five-Year Plan for National Economic and Social Development was released. In the days leading up to and following this announcement, several provinces have already unveiled their own regional "13th Five-Year" plans. As of the time this report was compiled, 20 provinces—including Beijing, Shanghai, Shanxi, Shaanxi, Sichuan, Zhejiang, Jiangsu, and Tianjin—have publicly released the full texts of their "13th Five-Year" plans. Given the diverse developmental contexts across regions, the priorities in energy planning also vary accordingly. Decoding the "Three Key Highlights" of the 13th Five-Year Plan
On March 5, the draft of the 13th Five-Year Plan was submitted to the Fourth Session of the 12th National People's Congress for review. At 148 pages long, this draft is the most extensive yet among all previous five-year plan outlines. A reporter learned from the National Development and Reform Commission that to scientifically interpret, understand, and grasp the draft outline, it’s essential to focus on the following "three key highlights": Highlight One: The draft meticulously sets four major categories comprising 25 key indicators. Among the economic development indicators, the GDP growth rate is targeted at above 6.5%, ensuring not only that China’s GDP will double by 2020 compared to 2010 levels but also aligning with the consensus held by both domestic and international research institutions.

"The National Energy Internet Action Plan" Released
Previously hotly debated within the industry, the final draft of the forthcoming "National Energy Internet Action Plan" was finally unveiled on February 29 under the title "Guiding Opinions on Promoting the Development of 'Internet+' Smart Energy" (hereinafter referred to as the "Guiding Opinions"). This set of "Guiding Opinions," hailed by industry insiders as the overarching blueprint for the energy internet, seems to signal that 2016 will indeed mark the inaugural year of the energy internet. Notably, although the title of the "Guiding Opinions" avoids using the widely popular term—"energy internet"—and instead opts for the more precise phrase "'Internet+’ Smart Energy,"

The energy internet will transform the future industrial landscape.
The energy chain refers to a collection of systems and activities—including the discovery, acquisition, and efficient utilization of energy and its derived technologies. In a sense, the energy internet represents the practical application of the energy chain concept. The energy internet is reshaping the future of industrial development by effectively addressing the challenge posed by the inverse distribution pattern between global energy resource centers and consumption hubs. In the coming competition for dominance in the international system, the energy internet will play an exceptionally critical role. However, merely controlling energy resources does not guarantee a nation’s ability to fully master the energy chain—what truly matters are technological revolutions and the accompanying innovations in political and economic systems that support them.

The situation in the oil industry remains quite challenging.
In the fourth quarter of 2015, international oil prices continued their downward trend at low levels, putting further pressure on the oil and gas industry. Although industry production remained generally stable, the decline in profitability widened significantly, making it even more challenging for companies to stay afloat. Looking back at the full year, the industry faced its primary challenge: persistently low oil prices, which led to a sharp drop in profits from exploration and upstream operations. At the same time, demand for natural gas and downstream refined oil products—especially diesel—slowed down markedly, causing prices to fall and significantly impacting the sector's overall financial performance. As a result, oil and gas extraction profits for the entire year of 2015 plunged by approximately 69% compared to the previous year, reaching a historic low. Since 2015, the industry has been grappling with these ongoing pressures.
