From November 7 to 11, a delegation led by Qu Siqiu, Party Secretary and Chairman of the Board, along with members including Sun Zhenguang, Chief Expert of the Group, and Zhang Wei, Deputy General Manager of the Engineering Company, traveled to Uzbekistan and Kazakhstan for an extended market research and technical exchange mission. This visit closely aligns with the strategic deployment of the Belt and Road Initiative and takes advantage of the current era of deepened comprehensive strategic partnership. Focusing on the modernization transformation needs of the refining industries in both countries, the delegation highlighted the company’s strengths in petrochemical engineering construction technologies, management practices, and service offerings, thereby injecting new momentum into energy cooperation in Central Asia.

In recent years, under the strategic guidance of the heads of state of China and Uzbekistan and China and Kazakhstan, energy cooperation has become a central pillar of practical bilateral engagement. As major energy powers in Central Asia, Uzbekistan and Kazakhstan have strong demands in areas such as upgrading and modernizing refineries and transitioning to a green, low-carbon economy, providing our company with ample room for cooperation.

The delegation visited Uzbekistan’s Navoi Factory, Bulakha Factory, and Kazakhstan’s Shymkent Refinery in succession. They conducted on-site inspections of the operational status of production facilities and engaged in in-depth discussions with factory management and technical experts on topics including plant expansion and renovation, process optimization, upgrading environmental compliance standards, and the application of carbon reduction technologies. During these exchanges, the company’s representative team highlighted several advanced technologies developed independently by the company, such as the sulfur recovery technology without an online furnace and dry gas holder technology, which received high praise from both the Uzbek and Kazakh sides. With years of deep expertise in petrochemical engineering construction, the company has completed the design and general contracting of more than 200 large-scale sulfur recovery units to date, many of which rank among the industry’s largest in terms of processing capacity. Mr. Qu and his delegation also visited the CNPC Global Central Asia Office and had a thorough exchange with relevant officials on specific aspects of overseas project construction.

During this visit, we precisely seized the strategic opportunity to align the energy transition efforts of Central Asian countries with the Belt and Road Initiative, reaching multiple consensus on cooperation with the companies we visited. Mr. Qu stated that we will take this visit as an opportunity to deeply integrate into the broader framework of China-Uzbekistan and China-Kazakhstan energy cooperation, fully leveraging our company’s core technological strengths in the petrochemical engineering construction industry. We will transform our mature process solutions and high-quality service capabilities into concrete cooperative achievements—thus not only helping Central Asian countries achieve a green upgrade and carbon reduction targets in their refining industries but also contributing three-dimensional strength to the high-quality development of the Belt and Road Initiative. Looking ahead, our company will continue to focus on the Central Asian market, using technology-driven innovation and win-win cooperation to write a new chapter in energy cooperation between Chinese enterprises and Central Asian countries.
