This approach not only maintained reasonable growth in energy output but also achieved steady improvements in quality.

   I. Energy Production Stabilizes While Slowing Down

  In 2019, China continued to promote the optimization and upgrading of coal production while phasing out lower-quality capacity. We steadily advanced the development of high-quality, cutting-edge energy production capacities, actively pushed for increased oil and gas reserves and output, and enhanced the integration and consumption of clean energy. At the same time, we strengthened the construction of energy transportation infrastructure, ensuring safe energy production and a reliable supply.

  Structural capacity reduction in the coal industry continues to deepen, with the growth rate of raw coal production slightly slowing down. In 2019, raw coal output from industrial enterprises above a designated size reached 3.75 billion tons, representing a 4.2% increase compared to the previous year—though this growth rate was 1.0 percentage point lower than the previous year's pace. Meanwhile, coal mines producing less than 300,000 tons annually are being systematically addressed: outdated and inefficient mines are being shut down or phased out. At the same time, high-quality coal production capacity continues to expand, increasingly concentrating in regions rich in resources.

  The trend of increasing oil and gas reserves and boosting production remains strong, with crude oil output shifting from negative growth to positive growth, while natural gas production continues to expand rapidly. In 2019, newly proven reserves of oil and natural gas reached 1.2 billion tons and 1.4 trillion cubic meters, respectively—up 25% and 68% from the previous year. Meanwhile, crude oil production by industrial enterprises above designated size totaled 190 million tons, representing a 0.8% increase, while natural gas output surged by 9.8%, reaching 173.6 billion cubic meters.

  Electricity generation has slowed somewhat, while the power supply structure continues to optimize. In China, the growth rate of coal-fired power capacity has decelerated, while the share of renewable energy capacity has steadily risen, accelerating the development of wind, solar, and nuclear power. In 2019, industrial electricity generation above designated size reached 7.1 trillion kilowatt-hours, representing a 3.5% increase compared to the previous year.

   II. Energy Imports Grow Relatively Fast

  In 2019, while stepping up domestic exploration and development efforts, China also intensified its import activities, particularly by deepening energy cooperation with neighboring and沿线 countries. Notably, the China-Russia East Route natural gas project was completed and put into operation, further bolstering efforts to ensure a steady and secure supply of oil and gas for the country. According to flash data from the General Administration of Customs, imports of raw coal, crude oil, and natural gas all maintained robust growth throughout the year: raw coal imports reached 300 million tons, up 6.3% from the previous year; crude oil imports totaled 510 million tons, an increase of 9.5%; and natural gas imports amounted to 96.56 million cubic meters, representing a 6.9% rise.

   3. The structure of energy consumption continues to improve.

  In 2019, China further improved its consumption-acceptance guarantee mechanism and monitoring & early-warning platform, while also stepping up the planning and construction of energy storage and peak-shaving facilities. As a result, the absorption of clean energy continued to improve, and the structure of energy consumption was further optimized. Overall energy consumption in 2019 grew by 3.3% compared to the previous year. Notably, the share of clean energy sources such as natural gas, hydropower, nuclear power, and wind power in total energy consumption increased by 1.0 percentage point over the prior year.

   IV. New Achievements Made in Energy Conservation and Consumption Reduction

  In 2019, regions across the country firmly advanced coal-to-clean-energy and electricity-to-clean-energy initiatives as part of their efforts to tackle air pollution. At the same time, they continued to strengthen and refine energy-saving and emission-reduction measures, achieving new successes in cutting energy consumption and lowering wastage. Preliminary calculations show that energy consumption per unit of GDP in 2019 decreased by 2.6% compared to the previous year.
