To ensure robust current safety production efforts, effectively manage risks, eliminate safety hazards, and firmly prevent all types of production-related accidents, the Group Corporation’s President’s Office Meeting has decided to launch a week-long comprehensive mid-year safety inspection campaign for 2024. A kickoff meeting for the mid-year safety inspection was held on July 22nd to deploy and mobilize teams for the initiative. Attendees included Qu Siquiu, Party Secretary and Chairman of the Group Corporation; Sun Bo, Vice Chairman; Feng Yiyuan, President; key executives from each subsidiary company; and members of the inspection team. The meeting was chaired by Li Tiejun, Vice President and Chief Safety Officer of the Group Corporation.

Qu Dong emphasized that safety is the lifeblood of the enterprise. This comprehensive safety inspection is a crucial initiative for the group company to put into practice its "18-character" positioning. Although the company has not experienced any major safety accidents since its listing, we must remain vigilant and build on this foundation to continuously enhance safety awareness. During this safety inspection, we must focus on five key areas: 1. **Review the systems**: Compare them against the company’s QSHE framework to ensure that all safety protocols are robust and well-established—laying a solid groundwork. 2. **Assess implementation**: Verify that these systems are being fully enforced across all departments, leaving no gaps or blind spots. 3. **Identify potential hazards**: Pay special attention to aging equipment and corroded pipelines, addressing any underlying risks promptly. 4. **Evaluate emergency plans**: Confirm that contingency plans are thorough, up-to-date, and ready for immediate deployment. 5. **Ensure adequate resources**: Make sure that both personnel and safety equipment are properly allocated and maintained to support ongoing operations. After the inspection concludes, each subsidiary must develop specific corrective measures, rigorously implementing actions to address identified issues and prevent future occurrences within the designated timeframe. Qu Dong urged everyone in the group company to take this inspection seriously, while also instructing the inspection team to carry out their duties meticulously and thoroughly, in strict accordance with the group’s standards and expectations.
Mr. Feng clearly stated that this comprehensive inspection is a thorough "health check" of each subsidiary's safety management practices under the company's new circumstances and heightened requirements. It serves as a crucial step to ensure the smooth achievement of our safe production goals. Mr. Feng emphasized three key points: First, inspection is the foundation—safety inspections are an essential tool for identifying and addressing issues. Through these checks, we can gain a clear understanding of each subsidiary’s actual safety performance, promptly uncovering potential risks and shortcomings. Second, supervision is critical. Effective oversight of safety management measures is vital to ensuring their successful implementation. As the primary entities responsible for safe production, subsidiaries must proactively embrace regular and ad-hoc inspections conducted by the Group, diligently addressing any identified problems. Third, guidance is the cornerstone of continuous improvement. Beyond mere inspection and supervision, the Group will provide targeted, science-based support to help subsidiaries steadily enhance their safety management standards. Finally, Mr. Feng issued five specific directives: 1. Elevate awareness and strengthen accountability at all levels. 2. Conduct thorough risk assessments and ensure that corrective actions are fully implemented. 3. Intensify training and education initiatives to boost safety awareness and practices across the board. 4. Accelerate the development of信息化 (information technology) systems to streamline and elevate operational efficiency. 5. Foster robust communication and collaboration among all teams to create a unified, cohesive effort toward achieving safety excellence.
This inspection was conducted in two groups: a comprehensive inspection team and a specialized inspection team. The comprehensive team was led by Feng Yiyuan, President of the Group Company, and included members such as Sun Bo, Vice Chairman of the Group Company; Zhang Jun, Secretary of the Board of Directors; Wang Chengfu, Deputy Director of the Expert Committee; and Gu Yuanming, Director of the Comprehensive Management Center. Together, they visited companies including Zibo Nuoao Chemical, Sanwei Longbang New Materials, and Qingdao Lianxin, conducting inspections and holding discussions to gain a thorough understanding of the enterprises' safety production and operational status.
