On the afternoon of February 6, the Group Company held its 2025 Safety Work Conference at the headquarters. The meeting was chaired by Li Tiejun, Vice President and Chief Safety Officer of the Group Company, while Qu Sichiu, Party Secretary and Chairman of the Group Company, and Feng Yiyuan, President, attended the event and delivered important speeches. The conference comprehensively reviewed and summarized the safety efforts made in 2024, analyzed existing safety issues, and outlined key requirements for the company’s safe production work in 2025.

At the meeting, each subsidiary company successively reported on their safety production activities during the Spring Festival period. Li Tiejun, the Chief Safety Officer, summarized and evaluated the 2024 safety production efforts, noting that, over the past year, thanks to the joint efforts of the Group Company and its subsidiaries, multiple safety management measures were implemented effectively. These included the introduction of the Safety Commitment System Supervision and Management Measures, as well as the organization of a comprehensive year-end safety inspection. As a result, all subsidiaries successfully achieved their safety commitment targets without any safety or environmental incidents. However, challenges remain, such as insufficient risk awareness and inadequate precision in safety management practices. In response, General Manager Li delivered a safety training session aimed at further enhancing risk awareness and ensuring the effective implementation of safety control measures. Following the training, the Group Company and its subsidiaries jointly signed the 2025 Safety Production Commitment Letter.

Qu Dong expressed his approval of the company's safety production efforts over the past year, noting that safe production is an enduring priority for any enterprise. He emphasized that Sanwei Chemical, with its fully integrated industrial chain and complex business operations, places immense importance on maintaining a safe working environment. Regarding safety production in 2025, Qu Dong outlined six key overarching requirements:
Implement safety responsibilities effectively. The group company must establish comprehensive systems and regulations, while strengthening supervision and inspection in system-building efforts. In terms of institutional development, employee training, overall capability enhancement, and monitoring & oversight, it’s essential to keep pace with industry standards. Each business unit should clearly define its primary responsibility for safe production and ensure rigorous implementation.
Strengthen safety responsibilities. All personnel in each position must keep their duties firmly in mind and ensure responsibilities are effectively implemented.
Enhance safety awareness. Strengthen safety awareness education by prioritizing people, implementing training at all levels to achieve intrinsic safety. The engineering sector must take the lead in fostering intrinsic safety, ensuring thorough risk assessments are conducted during the design phase.
Make moderate safety investments. Invest where necessary, promptly update equipment, and ensure thorough maintenance and upkeep.
Solidify the safety foundation. We must rely on technological means, leveraging AI technology, surveillance and monitoring systems, and big data to enhance safety management capabilities and approaches. At the same time, all departments should complement each other’s strengths while intensifying enforcement efforts.
Ensure safe operations. Conduct regular accident drills, watch educational warning videos, foster a positive safety culture, and establish a unified safety management system along with signage and slogans that embody a three-dimensional, intrinsic identity.
Qu Dong emphasized that by 2025, safety must be deeply ingrained in everyone's mind, responsibility should be firmly on our shoulders, and actions must reflect concrete implementation—ensuring safe production with zero accidents and keeping employees injury-free while on the job.

In his speech, President Feng emphasized that safety is the lifeline of the enterprise and the cornerstone for the group's steady growth. The company’s business spans multiple sectors, and given the inherently high risks in the chemical industry, there can be no room for even the slightest negligence in ensuring safe production. To address this, he outlined five key requirements:
Enhance safety awareness—management at all levels and employees must embrace the "safety first" mindset, systematically signing safety target responsibility agreements at each tier to firmly establish accountability.
Strengthen risk management and control: All production units and administrative departments should conduct risk identification and inspection of key processes, critical equipment, and other high-priority areas, and establish a regular mechanism for identifying potential hazards.
Firmly strengthen safety training, improve the training system, and enhance employees' safety awareness and emergency response capabilities through training sessions and drills.
Strengthen emergency management by having each unit refine its own emergency response plans based on its unique characteristics, ensure adequate emergency supplies are available, and conduct regular drills.
Drive high-quality enterprise development with safety as the foundation, while firmly balancing safety and profitability.
The convening of this meeting has clearly defined the goals and direction for the company’s safety production efforts in 2025. Guided by the guiding principles outlined in speeches delivered by Director Qu and General Manager Feng, all employees of the company will adopt a higher perspective and greater sense of responsibility, diligently implementing all safety measures to elevate the group’s safety management to a new level. This will enable us to achieve a win-win outcome—safeguarding both safe production and corporate growth—while laying a solid foundation of safety for the enterprise’s long-term development in the coming year.
