From December 24 to 25, 2025, the Engineering Company will organize a work seminar in Qingdao for the year 2026, aiming to strategically plan and clarify the approach for the company’s high-quality development in 2026 and to formulate specific measures. The meeting was chaired by Hao Wenliang, Vice President of the Group Corporation and General Manager of the Engineering Company. Qu Sichiu, Secretary of the Party Committee and Chairman of the Board of the Group Corporation, attended the meeting and delivered an important speech.

The seminar aims to strategically plan and clarify thinking for the Engineering Company’s high-quality development in 2026, as well as to formulate specific measures and initiatives. Hao Wenliang, Vice President of the Group Corporation and General Manager of the Engineering Company, chaired the meeting. Qu Sichiu, Secretary of the Party Committee and Chairman of the Board of the Group Corporation, attended the meeting and delivered an important speech. Participants, based on their respective job responsibilities and drawing on their practical work experience, closely examined the current severe challenges facing the Engineering Company and the broader development context. They thoroughly identified existing shortcomings and weaknesses, and put forward targeted improvement measures and suggestions.

  Qu Dong quoted the classic remark by management guru Peter Drucker: “The greatest danger in times of upheaval is not the upheaval itself, but continuing to act according to yesterday’s logic.” He emphasized the critical importance of learning for the company’s development. He called on all members of the engineering company to adopt the right learning methods and mindset, break free from the constraints of past success paths, precisely identify and leverage their core technologies, and steadfastly pursue a path of differentiated development—moving toward high-end and green solutions, proactively adapting to digitalization trends, delivering more valuable services to customers, and focusing on building a three-dimensional engineering ecosystem.

  Qu Dong outlined the overall work requirements for the Engineering Company in 2026: Diligently study the spirit of the Central Economic Work Conference and explore opportunities in the productive services sector as part of the 15th Five-Year Plan; focus on meticulous operations, reduce costs, enhance efficiency, and strengthen the company’s foundations; accelerate the pace of innovation and speed up the development of our capability-building system; advance various reforms to boost organizational vitality; and build an engineering market ecosystem to better fulfill the Group’s role as a “stabilizing anchor.” The guiding principle for 2026 is “strengthening fundamentals, building solid foundations, pursuing lean management, and breaking through with innovation to create value,” with key words being “lean, quality improvement, digital intelligence, and ecosystem.” Qu Dong emphasized that, in the face of new economic and market conditions, the Engineering Company must adhere to strategic long-termism, continuously deepen its “moat” at the technological level, enhance organizational vitality and capabilities, and reinforce system-building efforts to cultivate a passionate talent pipeline. It is crucial to strictly uphold financial risk thresholds, precisely control costs, and steadily advance cultural initiatives such as Party building and trade union activities. Specifically, the following key tasks must be prioritized:

  First, we will advance the Lu Oil and Lu Refining project with high standards, ensuring that every aspect—safety, schedule, quality, and environmental protection—is flawless. In doing so, we will deliver a high-quality project that lives up to the trust placed in us by our parent company undergoing restructuring.

  II. Conduct a comprehensive review of the entire process of the Huajin Amay Sulfur Project to ensure that all tasks are properly implemented before handover.

  III. Actively promote the construction of pilot-scale testing bases and carry out a variety of business activities in fields such as pharmaceutical chemicals, fine chemicals, and high-end chemicals.

  Fourth, organize a study trip to the Science Education Base at Qingdao University of Science and Technology, allowing all participants to undergo a life-long education and spiritual renewal, thereby better cherishing the present moment and striving diligently with practical actions.

  V. Systematically assess whether the three-year planning objectives for the engineering sector can be achieved, and promptly address any shortcomings by making necessary supplements or adjustments.

  Six, strengthen efforts to build an honest and upright government, deeply grasp the essence of the principle that “selflessness is the greatest form of self-interest,” and solidify the ideological defense against corruption in professional conduct.
