On March 20, 2026, the promotional conference for the company’s pilot-scale base project for high-end chemical new materials was successfully held. Attending the conference were Xiong Xin, Director of the Zibo Municipal Science and Technology Bureau; leaders from the Linzi District Government and the Qilu Chemical Industrial Park; Professor Liu Guangye, Vice Chairman of the Qingdao Municipal Committee of the China Zhi Gong Party, former Vice President of Qingdao University of Science and Technology, and a prominent figure in the field of chemical new materials; as well as renowned experts in chemical new materials from universities including Qingdao University of Science and Technology—namely Liu Shaofeng, Cui Guangjun, Ding Naixiu, Wang Lei, and Zhang Chunyu—and Wang Xiaojun from Sichuan University. The meeting was chaired by Sun Xiancai, Vice Chairman of the Linzi District Committee of the Chinese People’s Political Consultative Conference and Director of the Linzi District Science and Technology Bureau. Qu Siqiu, Secretary of the Party Committee and Chairman of the Group, also attended the event. Representatives from government, industry, and research institutions gathered to discuss the construction and development of the pilot-scale base and to jointly explore pathways for innovation and upgrading in the high-end chemical new materials industry.

The convening of this promotion conference represents a key initiative by the company to implement the national policy of transforming the petrochemical and chemical industries toward high-end, green, and refined operations, and to advance its coordinated development strategy of “technology + engineering + real industry.” At the meeting, Qu Siquiu first expressed his heartfelt gratitude to the governments at all levels in Zibo City and Linzi District, as well as to university professors, for their attention and support in the construction of the pilot-scale testing base. He pointed out that, at this critical juncture of economic development and industrial transformation, building a pilot-scale testing base for high-end chemical new materials is not only a core component of Sanwei Chemical’s own transformation and upgrading but also an important complement to bridge the “middle gap” in the regional chemical industry—namely, the transition from laboratory research to full-scale industrialization—and to further optimize the local industrial structure. He then provided a detailed briefing to the attendees on the project’s significance, scale and main components, process flow, and investment estimates. He emphasized that the project falls under the category of technology services encouraged by the state, and upon completion will establish a regionally distinctive platform for incubating and commercializing high-tech achievements, thereby closing the innovation loop of “R&D–pilot testing–industrialization.” This platform will provide specialized pilot-scale validation support for the commercialization of research outcomes in such fields as high-end chemicals, new materials, and electronic chemicals, thus achieving mutual empowerment between corporate development and high-quality regional growth.

During the exchange and discussion session, an expert panel led by Professor Liu Guangye highly commended the strategic significance and industrial value of building the pilot-scale testing base. Drawing on their respective research interests, project experience, and industry insights in the field of advanced chemical materials, the experts shared their views on such key aspects as optimizing the technical roadmap for the pilot base, innovating its operational model, and establishing a robust mechanism for collaboration among industry, academia, and research institutions. They put forward a series of targeted and constructive recommendations and expressed a strong willingness to engage deeply in cooperation with the pilot base to facilitate the commercialization of technological achievements. The expert panel’s professional guidance has laid a solid technical foundation for the high-standard construction and high-quality operation of the pilot base.

In his address, Xiong Xin, Director of the Zibo Municipal Science and Technology Bureau, highly commended the company for proactively establishing a pilot-scale base for high-end chemical new materials and for actively fulfilling its social responsibility in supporting local industrial development. He emphasized that the pilot-scale base serves as a critical hub connecting technological innovation with industrial application, and that its construction plays a vital role in driving the transformation and upgrading of the regional chemical industry and in fostering new drivers of productivity. He expressed the hope that Sanwei Chemical will fully integrate resources from government, enterprises, and research institutions, explore diversified cooperation models, steadfastly maintain a high-end positioning, establish industry-leading pilot-scale standards, and develop the base into a model platform for the commercialization of scientific and technological achievements in chemical new materials—both for Zibo City and for Shandong Province—thereby injecting new momentum into the region’s high-quality industrial development.

The successful convening of this promotion conference has not only deepened the consensus among government, enterprises, and research institutions on the construction of a pilot-scale base for high-end chemical new materials, but also established an efficient platform for cooperation and exchange, thereby pooling governmental support, expert expertise, and industrial resources to underpin the project’s subsequent construction and operation. Taking this conference as an opportunity, the company will thoroughly incorporate and draw upon the suggestions and recommendations from all stakeholders, advance the construction of the pilot-scale base to high standards and with high quality, pioneer an innovative, open, and shared operational model driven by market forces, and actively engage in in-depth collaboration with universities, research institutes, and industry players. The goal is to build a world-class domestic pilot-scale platform for the transformation and commercialization of high-end chemical new materials, serving as a model for Shandong Province’s transition from old to new growth drivers and for the high-quality development of its chemical industry, while contributing threefold strength to the transformation of China’s petrochemical and chemical industries toward greater sophistication, green practices, and precision.

Feng Yiyuan, President of the Group; Liu Jian, Chief Scientist; Li Tiejun, Vice President; and other senior executives attended the exchange.
